Heraldry
Charles Hozier, a functionary
under Louis XIV, in 1615, was the judge of armouries in France. He bore the title
of King’s Counsellor and it was his task to correct arms not conforming to
the rules that governed them. He was to judge the significance of Heraldry material
and provided to interested parties who requesting confirmation of armouries. This
charge had been created by Louis XIII and became a hereditary position of the Hozier
family until the Revolution. However, in November 1696, Louis XIV began to search
out every means possible to create income for the national coffers and thus created
an office of jurisdiction regarding Heraldry materials and the bearers of arms.
Everyone, noble or not, both lay communities and religious and all others who could
bear arms understood very well that they were legally obligated to pay to register
them. The following year, in order to increase receipts until then judged too meagre,
many others who were deemed «capable» (financially able) to bear arms were endowed
with arms, whether they wanted so or not.
The production of these arms took place in Paris and it was a mass production. The
initiative, remarkable in the beginning, sadly becomes the source of many mistakes.
Many families had gotten into the habit of bearing the arms register by Hozier’s
office so that they supplanted the ones more ancient and authentic and those original
arms become forgotten.
Nevertheless, this registry was the only legal registry until the Revolution and
all were obliged to abide by it. This is known as the Great Armoury of Charles d’Hozier
of the Families of France. It is formed with 70 large books, with 35 coloured. To
have Cote of Arms do not imply to be nobles. In 1696, on 116 944 registered persons,
80 000 are commoners. This collection contain as well the arms of 2171 village,
934 towns, and 28 generaltes (Antics provinces’ capital)
