 A quantity of blue 'oil' which is heavier than the water is also

 in the compartments and when turned upside down,

 the blue oil filters into the lower compartment creating

 calming bubbles as it does so!

 The top and bottom ends of the toy have 'The Blue Nile'

 and 'Hats' printed white text.
